"What do we think we're going to gain?" --> We gain face. An odd concept, but firmly ensconced in the world sociology. And we lost a lot of it recently.
"Why are we doing this?" --> Because we had to do SOMETHING, and this is the thing that seems to have the most positive outcome for us.
